Technics: Internet: Trying to figure out Google's motive in rankings revision

Yeah, I'm as confused as 'ell about Google's revisionism of the alogrithm to determine where your website and blog entries appear in the list of locations dredged up in response to searches.  Whether you're a web-searcher or a website, you can be ranked way down, based on Google's presuppositions guiding its Panda Alogrithm formula.  SearchEngineWatch.com (Mar4,2k11) tells us Why Google's Panda Alogrithm Dropped Sites -- does that mean dropped listing them at all? or just dropped them way down on the list of thousands of search-items listed in response to the keyword entered for the search?  The link-article reporting on Google employees Matt Cutts and Amit Singhai revelations  about Panda also instructs us how to Make Google Trust Your Site, and discusses the label "Low Quality" that Google now deploys with mischievous results apparently to many of us (even those that use Google's own Blogger composition facility and its Blogspot output machine).
